Work-Based Learning Program Assessment

The Secondary Transition Work-Based Learning Program Assessment helps school district staff and partners evaluate key elements of effective community-based work experiences and paid employment opportunities for students with disabilities. The assessment is based on research-supported and promising practices for developing and implementing work-based learning programs.

Tools to Improve Family Engagement

Families play an important role in supporting successful secondary transition and employment outcomes for students with disabilities. These tools help schools and employment programs assess their family engagement practices

Positive Personal Profile

A Positive Personal Profile (PPP) highlights an individual’s interests, strengths, preferences, passions, and goals. Rather than focusing on labels or limitations, this person-centered approach helps identify what matters to an individual and what they enjoy doing, supporting more meaningful employment and life planning.

Life Skills Assessment

TransCen’s Life Skills Assessment is a one-page tool for evaluating an individual’s ability to function safely and effectively in everyday life. Using a five-point rating scale, it assesses independence and support needs across areas such as home living, community participation, and social competencies.

CRP Pre-ETS Guidebook

The CRP Pre-ETS Guidebook: Strategies for Community Rehabilitation Providers to Collaborate on Pre-ETS offers strategies and resources to help community rehabilitation providers (CRPs) deliver pre-employment transition services to students with disabilities. CRP staff, vocational rehabilitation professionals, and educators can also use the guide to build and strengthen partnerships.

Pre-Employment Transition Services

This guide helps state vocational rehabilitation agencies and education partners understand their respective roles in improving post-school outcomes for students with disabilities. It offers information and tools to support collaboration, coordinate services, facilitate local planning, and engage families in transition planning.

Research on Vocational Rehabilitation Practices and Youth (2014–2020)

TransCen partnered with the University of Maryland, Mathematica Policy Research, Inc., and the Institute for Community Inclusion at the University of Massachusetts Boston to conduct research, training, and technical assistance focused on vocational rehabilitation (VR) services for youth and young adults with disabilities.

The initiative included six related research studies that produced publications, tools, and other resources. These materials share evidence-based information with educators, rehabilitation professionals, young people with disabilities and their families, advocates, researchers, and policymakers to help improve VR services and long-term outcomes for transitioning youth. The center was supported by a grant from the U.S. Department of Education’s National Institute on Disability and Rehabilitation Research.
